  Not really.  The initial implementation of the Mediawiki plugin only
provided one global wiki, but many users complained that they wanted
separate ones with different permissions.  So the current status is
per-project wikis, with per-project permissions.

  While it would of course be possible to re-implement an (optional)
support for a global wiki, that would need some work; so, not an "easy
solution" I'm afraid.
